Vice President for Product Development and Services
David Murray is the Financial Integrity Network’s Vice President for Product Development and Services. He joined FIN in June 2017 after a nine-year career at the Treasury Department. At FIN, David has worked with global banks, money services businesses, and fintechs to develop market-leading counter-illicit finance programs.
At the Treasury Department, David was involved in all aspects of financial integrity policy. Most recently, he was the Director of the Office of Illicit Finance. Prior to that, David was the senior advisor to the Under Secretary for Terrorism and Financial Intelligence. In that role, he coordinated the efforts of more than 700 people working on Bank Secrecy Act (BSA) regulation, international financial transparency standards, Office of Foreign Assets Control (OFAC) sanctions programs, international diplomacy, financial sector engagement, and analysis. He also advised the Under Secretary on strategies to prevent money laundering, sanctions evasion, and terrorist financing.
Earlier in his career, David was the Treasury Department’s attaché in Islamabad, Pakistan, and a policy advisor in the Treasury Department’s Office of Terrorist Financing and Financial Crimes, where his work focused on emerging payment technologies and money services businesses.
